    Server Rules and Punishments


    The rules have been formatted and phrased to give everyone a clear and concise guide on how to behave and communicate with others on United States Roleplay.

    Punishments:

    Heavy Offenses
    • Heavy offenses will almost always result in an in-game ban, unless specified otherwise. Lighter cases may result in other punishments being issued instead of a ban, and heavy cases may result in a community ban or other punishments.
    • Terms of heavy offences may result in account deactivation/deletion if deemed necessary.


    Medium Offenses
    • New players will always receive a verbal warning before any further punishments are issued.
    • Fines: Whenever a player is prisoned for a medium offence, they will be fined 5% of their in-game funds by the admin handling the imprisonment.
    • Kicks: Some admins may issue a 'verbal warning' to new players as a kick. Admins may also issue kicks as a warning for lighter cases of medium offences (e.g. small cases of exploiting).
    • Imprisonment: If it is deemed necessary to prison a player for a medium offence, a maximum of 60 minutes is to be given for a single offence. New players can only receive a maximum of 30 minutes for a single offence.
    • Warnings: High levelled players will receive an admin warning for 'high levelled rule breaking' when prisoned for a medium offence. Reaching 3 warnings will result in an automatic ban.
    • Bans: Repeated or extreme cases of medium offences may mean that an admin deems a ban to be the necessary punishment. This'll usually result in a temporary ban, unless the player is a repeated offender, in which they may be told to appeal their ban at a later point.


    Light Offences
    • Light offences aren't usually prison/ban-worthy, as they can usually be solved by talking or muting from the respective channels. However, if a player is able to repeat the offence over and over, an admin may deem a prison/ban necessary.


    New players & high levelled players
    • A new player is a player with a level of 3 or under.
    • A high levelled player is a player with a level of 10 or above.
    • Players with enough respect points to be level 4/10 but choose not to buy it do not count as new players. If it is abundantly clear that a low levelled account is obviously experienced with our rules/server, they will not be seen as a new player.



    Account sharing/trading
    The initial owner of an account must remain the owner and the only player of the account for the rest of the its existence.

    Altering/faking evidence
    Manipulating documents such as in game screenshots to get refunds or any other benefits is not permitted.

    Ban evading
    Using any account to access our server whilst any of your other accounts (or any accounts potentially using your IP address) have an active ban. This is not allowed unless you have permission from an admin.
    Note: The rule also applies to the forums. You can post on complaints and make requests in restricted mode so there is no need to ban evade.

    Hacking
    Using any kind 3rd party software to gain an advantage over other players. Do not connect to the server with any hacks installed or you will be subjected to a ban.

    Impersonating an administrator/staff member
    Impersonation of any staff member is not allowed. This includes administrators, helpers, beta testers, developers and all other OOC roles which serve a purpose to usrp's management. Jokes regarding impersonation can sometimes go too far, and this rule can seem unfair. Just don’t do it, even in a joking manner.

    Money-farming
    Money farming is the process of creating new accounts and paying the money to another account, or paying earned money from one account to another. It's detected easily in the logs - don't do it if you want to play here.

    Money farming (Transferring businesses and houses) is the process of transferring properties (houses, businesses and etc.) from an alt to main. This is strictly prohibited. It shouldn't be done under any circumstances. You're also not allowed to transfer money obtained from the properties from an alt to main.

    Specific punishment(s):
    - Fined 150% of the profit

    Scamming donations
    Scamming a player with regards to any sort of server donation is strictly disallowed.

    Selling possessions for OOC currencies
    You're not allowed to sell accounts, in-game money or any virtual goods related to the server for out of game currencies. You can however pay a player in-game cash if they're going to donate for you.
    Specific punishment(s):
    - Fined 150% of the profit (if in-game money is involved)

    Server advertising
    We ask that you do not advertise other SAMP servers on any of our outlets. Advertising other SAMP servers will result in you getting your account banned.

    Using alternative accounts to avoid punishments
    You are not allowed to create new accounts to avoid punishments nor connecting in an already created one. Creating a new account does not mean you are exempt from our rules, doing it could risk getting all of your accounts banned. If you're caught playing on an existing alternative account, you're expected to meet the consequences of it as well.

    Using VPN services while accessing the game/forums
    You're not allowed to use a virtual private network while accessing the server or forum. Hiding your real IP while accessing the game or forum is not allowed.

    Abuse of faction/group features
    Using any faction or group feature to gain any sort of advantage is not permitted.
    Specific punishment(s):
    - Faction/group kick (admin/leader's discretion).

    Rush-tazing:
    Rush-tazing is using the tazer/rubber bullet systems unfairly. Specific details are as follows:
    • Tazing a player whilst they are aiming or shooting at you is not allowed.
    • However, other LEOs may taze the suspect from behind whilst they are preoccupied.
    • If a player turns around to purposefully avoid being tazed via the rush taze rule, then LEOs may taze regardless of where the player is facing.


    Stacking Charges:
    Law enforcement officers are not permitted to charge (/su) a player for the same crime during the same situation more than once (e.g. charging for possession of a sniper, then possession of a deagle in the same situation).

    Admin disrespect
    You are not allowed to disrespect an administrator. Administrators are here to moderate the server and enforce the rules. Treat them with respect, not take your anger out on them.

    - Fine/kick/prison/ban dependent on the severity of the disrespect

    Avoiding admin confrontation
    Logging off to avoid being confronted or punished for breaking a rule is obviously not permitted. If you need to leave please try to briefly explain before leaving if you can. If you cannot, please be understanding if we suspect that you logged off simply to avoid confrontation or punishment.

    Avoiding roleplay
    You must comply with any roleplay situation you are engaged in. Do not avoid the situation or do things which are unrealistic.

    How the "death screen" is to be roleplayed:
    You cannot claim your own death (/accept death) in a RP scenario, unless you are CK'ing.

    When you are in death mode via an explosive, you can claim an instant player kill. Do not claim this by instantly /accept'ing death - explain in /do to give the other roleplayers a chance to OOCly confirm your death cause if necessary.

    When you are in death mode via any other means, you are RPly critically injured. You cannot move and cannot be moved to avoid risk of further injury.

    FMD can revive you with whatever means are necessary, and SAPD/DOC have access to basic medical gear that allows them to stabilise a player (admin revive), but they will require further treatment from an official FMD member to be healthy again (else they risk being punished for PG).

    Once your health reaches 0 in the death screen, you are officially player killed from the scenario.

    Chicken-running
    Chicken Running is running unreasonably during a gunfight, normally in random directions to avoid being hit by bullets.

    Crackshooting/Quickswapping
    CS/QS is using any exploit to speed up the reload time or shooting time of any weapon. Neither of these are permitted unless an admin states otherwise.
    Specific punishment(s):
    - Slap/kick as a warning

    Damaging/killing a player with a vehicle
    Intentionally using any vehicle as a weapon repeatedly is not permitted. This includes car ramming/bombing/parking, heliblading and planebombing. Hitting a player who runs in-front of your vehicle in the street is not car ramming; this should be treated like any other roleplay situation.

    Deathmatching
    Attacking/killing players without an in-character reason is not permitted.

    Killing after robbery
    If you rob someone and that person doesn't give you a reason to kill him (for example, attempting to assault you), you are not allowed to kill the person for the sole reason of him forgetting that you robbed him.

    Asking a friend to 'finish you off'
    It is not allowed to request a friend to end your life for any reason. For example, you have been critically injured by the SAPD and they are working on getting you revived so they can arrest you, and you ask a friend to finish you off to avoid arrest.

    In this scenario, the player doing the killing will be prisoned for DM (for having no IC reason to kill), and the player being killed will be prisoned for inciting to rulebreak.

    Exploiting
    Abusing any feature to gain an advantage in-game is not permitted.

    - Fine/kick/prison/ban dependent on the level of exploitation

    Forcing sexual roleplay
    Players require OOC permission before forcing sexual roleplay upon other players. All parties involved must be level 5+. You cannot force sexual roleplay upon a player and kill them in the same situation, regardless of the order of events.

    Inciting another player to rulebreak
    Inciting or encouraging another player directly or indirectly to break a rule is not permitted.

    Illegal modifications
    Using modifications that give you an advantage over players in any way are not allowed.
    Specific punishment(s):
    - Instructed to remove the mod
    - Kick/prison/ban dependent on the severity of the used mod or repeated usage

    Killing on sight
    Killing a player without engaging the player in some sort of roleplay (Tthis can be talking or the use of commands (/me, /do, /my). You do not have to roleplay taking out your weapon, however there should be some kind of interaction right before you kill a player. If you are sniping or wish to shoot someone without conversing then a /me to shoot is required.

    In instances where you are shooting members of public services we urge you to roleplay as much as possible. Not every instance needs to result in a shootout and killing other players, you can roleplay and try save your friends through roleplay avenues, after all this is a roleplay server. Listed are some examples:
    • Rescuing your friend from detainment
    • Paramedic is reviving someone you shot

    Leaving the game to avoid
    Exiting your game or minimizing your game (for an extended period of time) is not allowed during an active RP situation which you are engaged in.

    - Instructed to re-roleplay if all other parties consent

    Lying to an administrator
    If an administrator ask you a question related to an admin situation or information related to usrp you're expected to answer them truthfully.

    Metagaming
    Mixing in character information with out of character information or vise-versa.

    Non-RP behaviour
    Stay realistic with all of your roleplay actions, and avoid doing things that are unrealistic.
    Specific punishment(s):
    - Instructed to re-roleplay if all other parties consent
    - Slap/kick for light cases


    Related:
    Car Surfing
    Vehicle surfing is not allowed, unless the vehicle supports it (e.g. a pickup truck). You are not allowed to roleplay getting in the trunk of a car.

    Chain Robbery
    After a robbery it is expected of you to roleplay accordingly, for instance the fear of ensuring your characters safety and so forth. Failure to do so and continuing to rob player after player will result in administrative punishment.

    Cop baiting
    Provoking police officers and other law enforcement repeatedly to get them to arrest or chase you.

    Non-RP driving/parking
    You must drive and park realistically at all times while roleplaying.

    Safezone violation
    You are not allowed to commit felony crimes in places considered safezones (in essence: public places). Safezone locations are as listed:
    • Pershing Square
    • SAPD HQ
    • FBI HQ
    • SAFMD HQ
    • Pizza Stack
    • Bank

    If someone is involved in a roleplay scenario outside of a safe area, and the crime enters a safezone this would exempt those involved from the rule.

    Misdemeanours and petty crime such as GTA is allowed in safezones.


    Usage of /gear
    Gear can be used ICly if it has been obtained realistically and through proper means of roleplay, whilst staying within all other server rules. Any unrealistic /gear will be removed, and the player punished if continued.

    Player harrassment
    You are not allowed to excessively harass another player. The admin dealing with the situation will decide if the player should be punished, not the victim.
    Specific punishment(s):
    - Fine/kick/prison/ban dependent on the severity of the harrassment

    Powergaming
    Roleplaying anything that is unrealistic or impossible is not permitted. Forcing a roleplay situation on another player is not permitted unless that player has lost control in character.

    Related:
    Fixing in a car chase
    (/fix)ing is not allowed when getting chased or chasing another vehicle.

    Healing/vesting during a gunfight
    Using any feature to heal (gain hit points or armor points) while you are being actively engaged in a gunfight is not permitted. You cannot heal and then later re-enter the same fight.

    Suicide
    Any form of suicide, regardless of whether it gives one an advantage r not, results in an instant CK. This is to avoid people killing themselves to avoid roleplay situations.

    Using binds in an RP situation
    Using binds in an RP situation to gain an advantage over another player is not permitted.

    Raiding faction/family HQs
    Attacking, taking over or raiding a HQ of an official faction or family is only allowed with valid admin permission, with an admin spectating the situation.

    Breaking players out of prison
    There needs to be at least 5 members of a prisons respective faction online for other players to raid a faction HQ and break other players out. Admin permission is also required. If any of the factions members log off during the roleplay, the players may continue.

    Releasing players from prison
    There needs to be at least 5 members of a prisons respective faction online (excluding the releasing member) for a member to release a prisoner in a corrupt manner. Admin permission is not required. If any of the factions members log off during the roleplay, the players may continue.

    Escaping from prison
    There needs to be at least 5 members of a prisons respective faction online to roleplay escaping said prison. Admin permission is not required. If any of the factions members log off during the roleplay, the players may continue.

    Revealing secret information
    You are not allowed to reveal any OOC information that is specifically hidden from the community.
    Specific punishment(s):
    - If information is revealed from within the player's group, they will be removed from said group
    - In-game ban for extreme cases

    Revenge-killing
    Returning to a roleplay situation you were previously killed in is not allowed.

    Robbing regulations
    Breaking any of these regulations will result in punishment:
    • Robberies can only occur between parties of level 4+. Anyone of a lower level cannot rob, and cannot be robbed.
    • You cannot rob more than $200,000 cash. You can rob an unlimited amount of items, regardless of their value or quantity.
    • You cannot rob something you just sold to a player in the same roleplay scenario. You can however, rob any other possessions they may have.
    • Bank robberies require both administrative permission and supervision from a General+ Administrator.

    Specific punishment(s):
    - Entire stolen funds refunded to the victim
    - 200% of the stolen funds fined from the player

    Scamming regulations
    Breaking any of these regulations will result in punishment:
    • Scams can only occur between parties of level 4+. Anyone of a lower level cannot scam, and cannot be scammed.
    • You cannot scam more than $20,000 cash or any item worth the same amount (2,000 materials, 20g cocaine, 40g cannabis).
    • However, gambling is an exception to the scamming limit. Any scam related to gambling is deemed an IC matter.
    • You cannot scam OOCly.

    Specific punishment(s):
    - Entire scammed funds refunded to the victim
    - 200% of the scammed funds fined from the player

    Selling/trading custom mapping
    You may not transfer ownership of donated mappings to other players, under any circumstances.

    Selling/giving VIP-restricted possessions
    You may not sell or give away possessions you have gained through the VIP Black Market, under any circumstances.
    Specific punishment(s):
    - VIP removal (depending on the severity)

    Trolling
    Deliberately, or secretly pissing people off (this is a problem if done excessively).
    Specific punishment(s):
    - Slap/kick for light cases

    Abuse of the boombox system
    Any URL played on a boombox that has derogatory/offensive text, or contains derogatory/offensive audio.
    Specific punishment(s):
    - Kick (to remove boombox)
    - Fined 3% of player's funds
    - Prison time (if repeated)

    Abuse of the helper system
    Using the (/n)ewbie channel or any other helper services for anything other than its intended purpose (to ask/answer game questions) is not allowed.

    - Kick
    - Newbie warning(s)
    - Newbie mute (admin discretion)

    Abuse of the report system
    Please only use /report to inform administrators about rule breakers or server issues (not scripting issues [see /reportbug]), or to respond to administrators when asked a question.

    Abuse of the gang-tag system
    Abusing the /createtag command intended for creating gang signs/tags is not allowed. This can mean creating inappropriate text messages to troll, or creating OOC messages.

    - Removal from player's family (admin discretion)
    - Prison time (if repeated)

    Alt-tabbing in public (ATIP)
    Tabbing out of the game for a prolonged period of time whilst in either a public location, an active roleplay scenario where you being tabbed is an inconvenience, or a spawnpoint, is not allowed.

    - Kick

    Spamming
    Spamming is when you type the same message or command over and over again in a short period of time, or similiar messages.
    Specific punishment(s):
    - Mute/kick
    - Prison time (if repeated)
    - In-game ban (for extreme cases)

    In instances where you are shooting members of public services we urge you to roleplay as much as possible. Not every instance needs to result in a shootout and killing other players, you can roleplay and try save your friends through roleplay avenues, after all this is a roleplay server. Listed are some examples:
    • Rescuing your friend from detainment
    • Paramedic is reviving someone you shot
    This is listed beneath the KOS rule. Please roleplay with public services where you can and avoid turning everything into a shootout or creating opportunities to shoot people with poor reason.

    Just to clarify on this rule since some people are having an issue with it - if you are actively being treated in death mode you cannot accept death. If your HP runs out and you die then you have bled out and have been player killed from that situation. If you are being treated and your HP is about to fall to 0 then you can be revived by an admin to continue resuscitation roleplay.
